"DIVINE SOVEREIGNTY" it's the truth of God! "HUMAN RESPONSIBILITY"- it's the truth of God! And there is no inconsistency or controversy, between these two truths.
Divine Sovereignty is a plain, clear, indisputable fact of Scripture. The Lord "doeth according to his will in the army of heaven, and among the inhabitants of the earth: and none can stay his hand, or say unto him, What doest thou?" (Daniel 4:35). "What his soul desireth, even that he doeth" (Job 23:13). What more need be said? God is God indeed!
Human Responsibility is a plain, clear, indisputable fact of Scripture. Man is never set forth in Scripture or regarded and treated by the Almighty as a stone, a dead limb or a robot. God's works of grace in salvation never violate or bypass man's will. Natural, fallen man does have a will, and God deals with that human will. God's work in grace and salvation changes the sinner's natural, perverse will. God makes sinners willing to do His will (Psalm 110:3; Phil. 1:6; 2:13).
"Salvation is of the Lord" (Jonah 2:9). It is all of God and all of grace, even the faith to believe on the Lord Jesus Christ (Ephesians 2:8,9; Philippians 2:29). Yet in salvation there is also the act of man, a man acting freely, willingly, and with great desire! The act of a quickened soul believing on the Lord Jesus Christ according to the Scriptures.
I boldly declare unto all hearers, "Believe on the Lord Jesus Christ, and thou shalt be saved." "He that believeth on the Son hath everlasting life: and he that believeth not the Son shall not see life; but the wrath of God abideth on him" (Acts 16:31; John 3:36).
Oh God, make and keep us needy, calling upon Thee!
